The problem
Electronic warfare denies the link
Modern electronic warfare jams video links and denies satellite navigation across the contact line. Datalink bandwidth and satellite positioning can no longer be assumed at close range.
Datalink-dependent ISR fails where it matters
ISR architectures that stream raw sensor data to a remote operator fail precisely where they are needed most — inside the jamming envelope.
The validated approach: intelligence on board
The approach validated on the Ukrainian battlefield is to put the intelligence on board — collect and process at the edge, transmit only results.
The system
An autonomous edge capability built around a combat-proven onboard AI core.
ENAREI collects data from optical and RF/electromagnetic sensors through a modular payload interface. It geo-references without satellite navigation, assesses electronic-warfare intensity in real time, and pre-processes everything on board.
Refined data — not raw streams — is relayed to dismounted units, retransmission nodes or other aircraft, keeping transmissions short, compact and resilient in contested spectrum.

What GPO contributes — and what it does not
Stating the boundary early saves both sides time: this is what we bring to a consortium, and what we expect to come from partners.
What we bring
- Onboard detection, classification and tracking running entirely on the aircraft, with no ground station.
- Operation with satellite navigation denied, using visual-inertial navigation.
- Continued autonomous operation under intermittent or absent datalink in high-intensity electronic warfare.
- A compact module that integrates on a standard payload rail.
- An active iteration loop with operational users.
What we do not build
- We do not manufacture air or ground platforms.
- We carry no effector of any kind.
- We do not supply communications, datalink or electronic-warfare hardware.
- We do not provide EO/IR or RF sensor hardware.
We integrate with all of these and expect them to come from partners.

What we have not proven yet
Performance against airborne targets has not been demonstrated in operational conditions. Multi-sensor fusion exists as a development path, not as a delivered capability.
System-level integration has been validated on our own airframes, not across the range of partner platforms. The present hardware is a hand-assembled development article, not a series-production unit.
Participation and eligibility
GPO OÜ is an Estonian-registered small enterprise, registry code 14897399, with intellectual property owned and development performed in Estonia.
The company is wholly owned by its founder, a Ukrainian citizen resident in Estonia. Participation in European Defence Fund actions may therefore require ownership-control guarantees approved by Estonia under Article 9 of Regulation (EU) 2021/697. This is being addressed with the Estonian Ministry of Defence, and the position will be stated openly to any prospective coordinator at first contact rather than discovered later.
We are open to partner roles in consortia forming for future calls, and to a partner role in an existing consortium where our capability fills a genuine gap. We do not take coordinator roles at present.
Why GPO
- F-01 Deployed operationally. The core module is in operational use with an active frontline iteration loop.
- F-02 EU-controlled IP. Intellectual property, source code and development remain in Estonia under EU control.
- F-03 Estonian defence ecosystem. Engaged with the Estonian defence ecosystem; a national defence-industry development application is under evaluation.
